Innovative Payment Systems for Opioid Use Disorder Treatment

The Brookings Institution will develop metrics that health plans and states can use to identify and reward providers who are successful at identifying and engaging people with opioid use disorder in long-term treatment. The performance metrics will be designed to assess the quality of care delivered in community settings, such as federally qualified health centers, certified community behavioral health clinics, and office-based treatment programs. They will link the metrics to payment methodologies that managed care plans serving Medicare and Medicaid beneficiaries could use to promote best practices for outreach and follow-up care.
