New Health Affairs Issue on Opioid Policy Features Eight FORE Grantees
September 03, 2025September is Recovery Month, a national observance dedicated to promoting evidence-based treatment and recovery practices and celebrating all the organizations and people who make recovery possible for millions of Americans.

It’s perfect timing to announce the release of Health Affairs’ thematic issue on the opioid and overdose crisis, which includes timely research on new practices and policy solutions from eight FORE grantees. Their peer reviewed papers and commentaries offer new findings on how payment policy affects access to medications for opioid use disorder (MOUD) and residential treatment. They also describe the benefits and challenges of increasing access to MOUD in jails, prisons, and emergency departments.
The thematic issue in one of the nation’s leading journals of health policy research was created with funding from FORE, the Dogwood Health Trust, Kaiser Permanente, and Vital Strategies. “This is the first time FORE supported a project like this,” says Karen A. Scott, MD, MPH, FORE’s President. “We’re thrilled to be part of an effort that brings together so many talented health policy researchers. It’s amazing to see such a wide range of work on the opioid crisis all in one place.”
The journal’s readership includes a mix of national and state policymakers; clinicians; researchers; and health system and health plan leaders. To advance the national dialogue on opioid policy, all of the research articles, data analyses, and commentaries will be freely available to all readers. The issue also includes contributions from people in recovery and with lived experience. You can find them here.
