Original Grant Awarded in January 2023: Advancing Substance Misuse Prevention and Early Intervention Through School Medicaid
There are many ways to leverage Medicaid funding to offer substance use prevention and other early intervention services in schools. Yet school-based providers often have limited knowledge about effective programs and how to use Medicaid funding to support them. The Healthy Schools Campaign will develop and disseminate educational resources and provide technical assistance to states to help them encourage school-based services such as SUD screening, counseling, and referrals to treatment.
Addendum Grant Awarded in July 2025: The Impact of Medicaid Changes on School Substance Use Prevention: Advancing Strategies to Protect Access and Mitigate Harms
Healthy Schools Campaign will develop educational resources for national, state, and local policymakers including factsheets and a policy memo that highlight how changes to Medicaid eligibility requirements and reimbursed services may limit access to evidence-based substance use prevention services and mental health supports in schools. The project will highlight key findings from a survey of 1,400 school leaders in all 50 states and the District of Columbia, as well as build on HSC’s previous FORE-supported work to help states and school districts leverage Medicaid as a sustainable and scalable source of funding for school-based substance use prevention services.
